Request for Proposals for Black Swamp Conservancy Whole Field Restoration, Paulding County, Ohio

The Black Swamp Conservancy (the “Conservancy”) is soliciting proposals for a Contractor to manage and implement all aspects (including design, engineering, permits, construction, and planting) of a design-build stream restoration project at Forrest Woods Nature Preserve, in Crane Township, Paulding County, Ohio. The project is funded by ODNR’s H2Ohio wetlands program.

The 70-acre Project Area lies between the Maumee River and Marie DeLarme Creek. The Project will restore agricultural land to wetlands and upland buffer, improve riparian habitat and reconnect the floodplain along an unnamed tributary to the Maumee River. The Conservancy’s goals for this project are to increase nutrient uptake, reduce sedimentation and erosion, increase floodplain connection, improve stream habitat, and restore wetlands and upland buffers. To achieve these goals the selected Contractor will design and implement these restoration tasks: 1) enhance and restore riparian habitat; 2) install treatment train wetlands or similar for agricultural runoff; 3) reconnect the floodplain along the tributary; 4) disable field tile and re-contour the ground to restore vernal pool wetlands; and 5) plant pollinator meadows. 

The selected contractor or team of contractors (collectively “Contractor”) shall furnish all necessary drawings, plans, labor, materials, equipment and incidentals to complete the Project scope of services as described and defined in the “Forrest Tract 5 Restoration Design-Build Project Request for Proposals.”

The Contractor must be able to demonstrate the successful completion of at least four (4) wetland or stream restoration projects, preferably within the Western Lake Erie Basin, to be eligible to submit proposals.

Submissions must be received no later than 4:00 pm on July 3, 2024. Proposals received after this date will not be accepted. The Conservancy expects to award the contract by the end of July. Work will commence after successful execution of a contract for services between the Contractor and the Conservancy.
